Since 2026 operation, meter reading and billing of the networks of Talas and Talas District are carried out by Kervan Elektrik under a management agreement. The name of the operator is printed on the bill. Your personal account number has not changed. Agreements for Nurzhan, Chu District and Kara-Buura District were signed in October 2026; the date of transfer will be announced.

Meters and readings

The inspector reads the meter every month. Codes on the bill: A actual reading, E estimated, C reading given by the customer. If the inspector is not admitted for three months, the bill is calculated on the average of the previous year.

A meter check costs 160 som; the money is returned if the meter is faulty. Under the Network Losses Programme old meters are being replaced with remote-reading meters free of charge. Interference with a meter is billed at ten times the tariff from the date of the last check.

Connection to the network

Connection of a household up to 15 kW: single-phase 1,850 som, three-phase 4,200 som. Above 15 kW: by estimate. Technical conditions for seasonal irrigation pumping: 310 som. Applications are accepted in the customer service halls and through e-Irad.

Arrears and disconnection

For late payment a penalty of 0.1 percent per day is charged, but not more than the amount of the debt. With arrears of more than two months the consumer receives a written warning; the supply can be disconnected ten days later. Households with a registered disabled person or a child under one year are disconnected only with the approval of the district office. Reconnection after payment of the debt: 240 som.
